you are absolutely correct. I love the area and have visited many times over the last 30 years. The pollution got so bad, especially in Chang Mai, that I haven't been since I moved to Thailand five years ago.
Definitely don't need a Thai bank account to apply for the visa. Just the equivalent of 800,000 Baht capital (in home country bank account) or equivalent of 65,000 Baht a month.
If you are talking about the medical certificate for the O-A or STV some NHS doctors do have an issue because they think they are going to have to run lots of tests.
When I got mine done I assured my GP that it was applying for a visa for Thailand and this certificate was just to ensure that I didn't have any of the desease. He then read the certificate and said, “in 40 years of general practice I have never seen a single case of elephantitus so I presume that you don't have it either". He signed it with a smile and I had to pay a fee. I think it was £18.
Change of quarentine rules was discussed yesterday (Monday) and was not approved. That means that there are no changes to the quarentine rules.
This is another example of people jumping the gun and reading proposal and understanding confirmed change. Some even make a date up for the non change to happen.
