Visa exemption is currently 45 days. You can get a 30-day extension of stay. You cannot use that extended stay date for you return ticket as the 30 days aren't yet granted to you when you apply for the COE.

Which is logical. Why would they give a special extension of stay to whose who are still able to get a normal one?

Of course the 60-day covid extension was made for those who are at the end of the extension possibilities granted by their status and cannot leave the country.

So you will get the 30-day normal extension first, then you can apply for the covid extension if it's still available.

There is no covid visa. There is a temporary special extension of stay granted because of the fact that traveling is uneasy during covid crisis.

there is no country but there is a "European visa" (Schengen visa). They have to apply for that visa at the embassy of the country where they will stay the longer.
