TLDR : Answer Summary
Thai citizens seeking a visa for a European country must generally appear in person at the embassy to provide biometrics, as noted by several commenters. However, there are specific challenges with certain countries, such as Germany, which are experiencing delays due to service providers like VFS ceasing operations. It's crucial for applicants to check the requirements of the specific country they wish to visit and to verify whether that embassy is currently open for the type of visa needed, as some visas may be processed directly at the embassy.

For the UK you'll need to contact VFS Global at Trendy building, Bangkok. They deal with UK visas.

As a thai I guess she has now to go in quarantine at home

Germany isn't issuing them because the company they outsource it to had to close. That doesn't mean that all countries in Europe are having that problem.

Regardless; also make sure that the country allows tourists at this time.

I know quite a few Thais with their tourist visas already on their passport unable to fly ever since Thai was taken off the EU green list.

If the country isn't allowing tourists atm no need to rush with the visa processing during this complicated time.

what about national visa? they are stopped also?

most European countries are allowing people with long term visas; resident cards; legally married to EU citizens; etc... Even during restrictions; even from red countries. Only require testing prior to flying.

In terms of obtaining the visas; those type of visas were never routed through outside companies. Most countries u apply directly with the Embassy and they r still processing those.

Obtaining Schengen visa need personal appearance as they need your finger print also.

You wont get biometrics done without going in person, pretty logical really.

If the last biometrics session was within the last 59 months, the application for Schengen visa can be done via post mail.

There is no country called "Europe". I recommend contacting the embassy of the country the Thai citizen wants to visit and asking them.

@Benjamin *****
there is no country but there is a "European visa" (Schengen visa). They have to apply for that visa at the embassy of the country where they will stay the longer.

@Frédéric ****************
The Schengen visa isnt a European visa as it doesnt cover all countries in Europe.
Frédéric ******************
@Steve ******
That's why I put quotation marks, but the aim of that visa is to cover all European Union in the future.

@Frédéric ****************
What has quotation marks got to do with it?
Frédéric ******************
@Steve ******
quotation marks in that context mean "kind of" or "so-called".
