Germany isn't issuing them because the company they outsource it to had to close. That doesn't mean that all countries in Europe are having that problem.
Regardless; also make sure that the country allows tourists at this time.
I know quite a few Thais with their tourist visas already on their passport unable to fly ever since Thai was taken off the EU green list.
If the country isn't allowing tourists atm no need to rush with the visa processing during this complicated time.

most European countries are allowing people with long term visas; resident cards; legally married to EU citizens; etc... Even during restrictions; even from red countries. Only require testing prior to flying.In terms of obtaining the visas; those type of visas were never routed through outside companies. Most countries u apply directly with the Embassy and they r still processing those.

There is no country called "Europe". I recommend contacting the embassy of the country the Thai citizen wants to visit and asking them.

there is no country but there is a "European visa" (Schengen visa). They have to apply for that visa at the embassy of the country where they will stay the longer.Steve *******
