Does anyone know if you submit the application and its declined for any reason if you have to pay the fee again? ie if pics are not correct or they want another document...thanks

If I pay the $400 usd DTV visa fee and get rejected, will I have to pay it again if I apply again? Will I be allowed to apply again or is that it and I'm rejected for good?

I am talking with a friend and he says that you pay 10,000 b per 180 day s ..I thought it was 10,000b for the entire 5 yrs ...not per visit..which one is correct?
