TLDR : Answer Summary
When a visa application to Thailand is declined, the application fee is non-refundable, meaning you will have to pay the fee again for a new application. This is confirmed by multiple comments stating that if the application is not successful, you will lose the fees already paid. Additionally, while clarification or additional documents may be requested during the same application, a decline requires a complete resubmission.

They don't decline for a photograph or needing to present a document, they request submission

They would ask for further documents within same application, but if it’s declined will need to present and pay from beginning.
