Is there a refund for DTV applications for ASEAN passport holders if approved or rejected?

ASEAN countries have some sort of a treaty to not wavie visa fees. In the past when I applied for various visas in Thailand such as the STV visa, my application fee was also refunded to me. I have also heard that some ppl from ASEAN countries did receive their DTV application fees back. Just wanna confirm if anyone here had the same experience or otherwise.
