If we have 2 passports, and we enter Vietnam with one of them, but want to issue the dtv on the other one, is that OK? Or should we must issue the dtv in hanoi based on same passport used to enter Vietnam?

Applying for DTV online at Phnom Penh. Is it safe to leave Cambodia and go to Laos or Vietnam while your DTV application is processing? And then once approved go to Thailand?
