While there are many Chinese tourists and families here English is still the 2nd most spoken language in Thailand. It's taught in schools and uni students can't graduate unless they pass in English. I've noticed a significant

improvement in oral English over the last 27 years I've been here.

Do it yourself, research the requirements and go. We had no issues in CNX, and no rejections of documents

Looking at the comments above, I'd go to Malaysia. Obviously Thailand is not for you. A free spirit is someone who takes it as it comes and adapts, but it appears you are either unwilling too, or most likely cannot deal with uncertainty.
