Why do the officers ask money when leaving Laos. It isn't much but I was surprised seeing that I was only in Laos for 5 days.

Can any one tell me where to complaint about immigration person who asking me more money except the basic fee for extending my NON O MARRIAGE VISA for 2nd year , even after i have all documents illegal and everything is perfect

If i not ready to pay that money they saying they will change my NON O MARRIAGE VISA to emergency covid visa for 2 month and i have to take always 2 months visa.
