If people did what they were supposed to do last time and go get tested on day 5-6 then this wouldn’t have happened. Plus the people that did and the test came back positive never reported to the hospital like they were supposed to. So this is the consequence

a tourist visa is almost impossible to get right now because travel is limited. Even people that have a 10 year visa has to show the necessity to enter the US right now. I heard about a whole family got sent back to Thailand last month.
Being born in 1957 it would be hard to get a birth certificate here in Thailand because most ampors have no records that far back they tell you to contact the hospital that the person was born and then the hospital tells you the opposite. If she was adopted the adoption agency should have records. They couldn’t have done the adoption without proper records. You have to call the embassy in your jurisdiction. Depending on where you live. Calling different ones won’t really help
