That doesn’t say you have to be fully vaccinated it says you have to take covid test on arrival. Big difference

Your best going and asking this question at the closest immigration office were you are staying.

It’s up to individual officers if they will do a covid extension, it’s not a visa. The covid extension has become very strict on who can get it.
