most people were, but we had a while when the borders were totally closed, we even had inter-provincial travel bans and check points everywhere. I can say what the Carlos actually meant, as the phrasing of the comment wasn’t that clear.

not when the borders were closed, even inter-provincial travel here was banned at the height of Covid, there were check points everywhere. But now it’s all gone, and no restrictions apply anymore.

during Covid it was a absolute necessity, until they closed the borders, even when the border’s reopened it was a necessity. Don’t forget we also had a ban on inter- provincial travel during Covid, so I can’t see the logic in your comment. But definitely not a requirement now.
