I still don't have a car or bike licence, despite fully passing both tests because I couldn't stay in Thailand for 90 days to get a certificate of residency... so yes you do need one unfortunately.

If you don't put it in your own name then obviously the previous owners will still receive the paperwork etc. 🤷
