It takes usually 2-3 weeks as the diplomatic post is only send once a week from Berlin to Bangkok. It also depends if you still registered in Germany or not. If you still registered there the Embassy has to contact your Hometown to get approval for issue a new passport. I like the German word for it, "Nichtzustaendigkeit" and of course you have to pay extra. The yearly temporary passport can be issued with 3-4days, just in case
