I've been informed that on my Irish passport I am allowed two tourist visas (60+30 days) to Thailand per year. If this is true does the the time start as on January 1 2017?
I'm almost finished a 90 day here and plan to go to Laos for another visa.
Thanks in advance

TLDR : Answer Summary
An Irish passport holder can indeed obtain multiple tourist visas for Thailand, but there are practical limits on how many can be issued back-to-back at a single consulate. The general consensus is that tourists crossing land borders may be limited to two visas per calendar year, but the issuance can vary by consulate. It is also noted that excessive visa applications may lead to complications, such as a consulate placing a restriction ('red stamp') on future visa issuance, although using a new passport may help alleviate this issue.
What Lloyd said. Unlimited entries with tourist visa but after 3-5 tourist visas a consulate might give you a red stamp which means they won't issue another one for you so you would have to switch consulates.
Does anybody know btw if that red stamp gets "reset" after a certain amount of time or with a new passport? Just wondering.
time does not reset this, from experience a new passport helps to get new visa issued, but be aware that Immigration at border can see your whole history.
only crossing at land border are limited to TWO per calendar year. Nowadays you get 30 days which can be extended by another 30 days at local Immigration.
