Contact "soi dogs" charity. They look after abandoned dogs of all shapes and sizes, you never know - they might have a suitable rescue dog.

I know I'm asking loads of questions, but it helps us to answer ... a small village in isaan, central Bangkok and samui (for example) are very different and attract different people.

You can be as quarantined as much as you like in any country - you still do quarantine again in Thailand (aside from other considerations, who knows what you picked up in the airport or plane on the way to Bangkok).

Nobody knows until the government announces it. Pointless to ask for guesses.

There's nothing much you can do except wait for a government update on flights.
