 They offer various Cards with different benefits for different fees. He might got a card for 750,- but the year is not over yet.

If you're really on a TR 60, you don't need to do a border bounce. Get a 30 day extension at your Immigration office.

 sure you can do it that way. Just get the 2 que numbers for the 2 jobs

Residency Certificate is in Jomtien no big deal. Go there after lunch, maybe 2.00pm and you wait only 5-10 minutes. Pickup time is from 4.00pm and another 5 minutes only.

Once imprisoned in Thailand, are you blacklisted for life?

 I would get in touch with some visa agent before trying to enter. Deportation usually is followed by a temporary ban. Not sure about the prison time.

Can I travel outside Thailand for 6 months while holding a Non-O retirement extension?

The extension is valid for 1 year. You don't have to stay here. Just get a re‐entry permit everytime before leaving.
