It cannot if they follow their own guidelines! 70% of locals must be vaccinated and travellers must also be vaccinated! At the present time the numbers are around 40%…have another try 2022!

COE only takes hours! At the worst it would be a couple of days! Definitely take the Sandbox option, much cheaper and your free to leave the hotel!
