A visa on arrival is a visa type for 15 days, only for certain passports.

I don't think they issue visas at border. You'd apply on line for that and takes a few days. You'd be better to enter on the exempt of visa option if passport is from one of the countries on the list. You'd still get 60 days. No visa required and can extend 30 days too.

every entry is 60 days with no visa. But bear in mind it's up to the immigration officer if he's happy you're just a tourist.

and? USA has done that for years. Europe has similar for UK citizens and UK has introduced one too. You're worried about 300 going to Thailand but it's ok for others. If it's too much to pay, look for countries that don't do this.
