Entry gives you 60 days. That, and any extension of stay, ends when you leave because your stay has ended. Enter again and that's another 60 days.

 he just needed his new card but they won't provide one. So unless he flies back to UK it's an account with no real access. 🤷

So you extended your stay based on retirement but didn't leave the 800k in the bank for 3 months? It dropped below 400k? If so, you have a problem!

 you have to verify accounts in other countries too. My son can't get a new bank card in UK after 20 years of having an account at his UK address, unless he flies back in and shows them his passport. . again.

You apply outside of Thailand in home country. Use home bank account. The 12 month extension in Thailand you'd need a Thai bank account.
