You will have to apply for a 3 months Non O visa in your home country prior to coming to Thailand. Use that to open a bank account. But if you're already in Thailand without it you will have to use the services of a visa agent

 I'll be using an agent when I get to Thailand and using their money . All the agents do that. What keep 1.6 M baht in a Thai bank earning next to nothing interest where I keep the money at home and earning 5 to 6 % and use the income from the interst to pay the agent , we all win

 I was told by a agent in Chaing Mai, both of you apply for a non o in your home country and when you come to Thailand he'll convert the spouse to a dependent visa
