TLDR : Answer Summary
As of your flight date on May 8th, when returning to Australia from Phuket, you will still need to use a paper Incoming Passenger Card for customs declaration. Thailand's system will be moving to a digital format starting May 1st for arrivals, but Australia continues to utilize the paper cards.

Flew in last week with Jetstar to Australia and it's still paper.

It’s still a paper Arrival Card.

They did have one when the so-called covid was around, but have put that on the backburner

so called COVID? Lol. SARS-cov19 maybe you prefer that.

Thailand has an online arrival system from may 1st. Australia are still doing the arrival cards (paper)that no one looks at for now. Different countries have different methods πŸ˜€

Back in to Australia they still use the customs declaration card.

Its arriving in to Thailand becomes digital from 1st may.
