No such thing as 60 days visa on arrival. I think you mean tourist visa. You apply for this through a Thai Embassy

Nothing really to stop you just turning around and coming straight. A lot depends on your previous history. Some immigration officers get a bit twitchy if you're in the country more than 180 days in the year

You don't have to be collecting pension. It's just an international transfer. Can be from investments or savings
