How can I obtain a residency certificate in Thailand with a Non-O retirement visa?

I currently hold a Non-O retirement visa that was obtained from an agent. My question is, how do I get a residency certificate so that I can obtain a drivers license or open up another bank account, or other things, on my own without going back to my agent?

Make sure you have your TM30 fill out the form make a couple copies and have at least two photos

If your stamp is from a province you don't live in, you probably cannot get a residence certificate without an agent.

If the stamp is from your own province then it might be possible. You won't know until you go to immigration and ask.
