TM30 is required if you want immigration services like a certificate of residency, etc. If no, you can ignore it, but you really let the immigration office know where you are staying and renting from whom or if you own a residence.

I don't understand why some people want to stay in Thailand using the soft power DTV but don't want to engage in a soft power activity. If somebody is using it to really learn and practice like a professional, it may be OK, but just for the DTV visa, I will not pay that kind of money just to stay in Thailand.
