Hopefully, you get it before that. Otherwise, you can come to Thailand, and when it arrives in the email, just do a border bounce, and make sure when you enter, tell them that you have a DTV.

A round trip to a local country after you get it is going to be way cheaper than any other option

Wait till it is granted, or take the risk they reject the application and leave for Thailand.
Advise is always wait with booking flight tickets till visa is granted, or book tickets you can change.

If you can't get refund on flight just go to Thailand.
You will have to leave Thailand and come back to activate your DTV visa though
