 there is nothing arbitrary. Every embassy/consulate of any country in the world has absolute power to deny a visa and nobody can do anything except post their grievances on FB.

 Embassies and consulates can ask anything they want. They don't have to give any reason for their demand. It is the same throughout the world for any type of visa. The requirement is the minimum and only a guide.

If you're making $10K/month (I assumed USD), travel the world, staying at least a month in a country. There is no hurry. Thailand is not going away.
