Is there a deadline for DTV holders to withdraw their money from the bank if their account is locked?

They are not getting their funds snatched. And this announcement from Bangkok bank was not about DTV holders but russian citizens.

All Banks have English speaking customer service. I'm sure you can find someone on the phone
