you're so wrong about semantics. The Thai government has something called a visa on arrival which has completely different rules and qualifications and length of stay from visa exempt entry. They are totally different entry schemes that have nothing to do with each other.
Length of permitted stay is determined by your passport nationality, not where you are coming from, unless you have a 60 day tourist visa already granted by a Thai embassy/consulate.
It doesn't matter that she came from the USA or have legal residency there. Visas and extensions are based on passport nationality. She won't qualify for extensions since she entered on a Vietnam passport.
