What options does my Filipino employee have for returning to Thailand if his paperwork is delayed?

I have a Filipino employee stuck in Manila waiting to return to Thailand because he is delayed getting some paperwork processed that the Philippines requires for overseas workers. He had originally expected to be back today to apply for his visa renewal/extension. Now he cannot fly from Manila to Thailand until his paperwork is completed on 4 June, the day that his reentry permit for his one-year Non-B extension of stay expires. I am trying to understand what will happen when he lands- will he get stamped in for one day only, and how would he have time to then apply for a visa extension? He doesn't have the company docs with him to renew his visa while he is in Manila. FYI he is not a director, just an employee. What are his options in this situation? Can he be stamped in on Visa exempt, and apply for the new Non-B once in Thailand, but will the airline or the I/O even let him since he would only have a one-way ticket into Thailand?
