I was about to ask a similar question : apply in Vietnam, then enter in Thailand with a Tourist Visa and wait for approval in Thailand...

 not about the money. My friends want to travel from Bulgaria. But due to covid the consulate in Bulgaria has no right to issue tourist Visa, so they have to send their documents to Romania /Bucharest and wait for the visa for 3 weeks! Just trying to confirm if visa on arrival is an option for them
