No for volunteer visa you still need to leave Thailand first, I asked one of the foundations.

Schools can only give you an ed visa if you are currently on a tourist visa but if you are on any other non b you can't. I've seen both tsl and major schools they say you have to leave the country to apply for the ed visa in another country.
