Ah, okay. Didn't read all of your post. Was mostly pointing that out to the OP, since it's crucial part, and tagged you to make sure it was correct.

And I believe, contrary to a SETV, the METV starts the moment it's issued by the embassy (not when you enter). If you get the visa but then enter Thailand 2 months after you get it, you won't be able to get the full 9 months.

If you want to make sure that you have an up-to-date form, get it in paper format at immigration. I never use online forms, since like everything online, they very well might be outdated.

There is still no 90-day stamp when leaving the country. It's an exit stamp.

When does a tourist visa for Thailand start: upon acceptance or arrival?

"Date of issue" or "Valid from" / "Valid until" or "Enter before" / and "Length of stay" are 3 different things

- Valid from: when visa was issued to you by the embassy/IO

- Valid until: last day you can enter Thailand with the visa

- Length of stay: length of stay allowed with visa (doesn't include possible extensions)

If you get the SETV like Tod suggested, while on a tourist visa, it'll also give you some time to set yourself up here (apartment, etc.) before you start studying at your university.
