they set up an extended visa exempt for 60 days. This was done for the main reason of increasing tourism- many countries have 90 days. Someone coming frequently and staying here within the boundaries and returning home is fine. No visa is required
one thing they could do is make long term visas easier to get. I know people who are married finding it difficult with all the paperwork to get a visa based on marriage. So they they just use visa exempt.
there are people from nearby countries that come here 8-10 times a year just for 5 days at at a time. There is no visa that is appropriate for that. They are genuine tourists and don’t live here. They are not abusing anything.
