This doesn't really seem like a change. And I find it hard to believe that the goal is to find overstays, since the documents will be checked by the usual teenage contractors, not immigration (and you can still use ID other than a passport).
never been asked for internal flights either. Only one hotel in 30+ years has insisted on passports not D/L. Didn’t have them of course as never carry them, but I did have a copy on my phone and they accepted that.
