it depends on the Royal Thai embassy of your home country if they require you to be "actually retired", or if they are willing accept your application based on you being over 50 years old. Some embassies do, some others don't. For example the Thai embassy in Vienna, Austria, for the Non-Imm-O Retirement Visa wants to see that you actually are receiving a pension. If you don't, they force you to apply for the Non-Imm-O/A visa instead

complete nonsense. He is not married to a Thai wife. A Non-Imm-O/A visa is issued for 1 year. The financial requirements for a UK citizen are 800,000 THB equivalent in his home bank account, or proof of a minimum income of 65,000 THB equivalent. This visa comes with a mandatory health insurance, for the first two years he is free to choose any insurer. The LMG insurance for yearly 8000 THB premium is NOT available any more,since 2019, for Non-Imm-O/A visa and for O/A extensions

I have met some really daft people during my life. But the experience here with this guy, it beats everything. Daftness and stubborness from someone who is obviously illiterate. He cannot see the difference between "your account" and "their account" . . . . .He can't even express himself in correct English.
