What is the current health insurance requirement for the Non O-A visa in Thailand?

The insurance companies providing OA policies are still covering upto 3 million, so maybe this means no changes. AXA Thailand is one of them.

Is health insurance required for a Non-O marriage visa in Thailand?

Not required for Non O but it is required for Non OA, it will also need to be one of the approved insurers, AXA Thailand is one of them.

For a low cost high deductible policy for OA visa I can recommend AXA.
