actually not in this context - it should have been understand - not understood. you can't mix present and past time. Then it should have been "we would have understood" - but since he uses present it's "we can understand" and variations thereof - for example "we would have been able to understand"
if/when you go to immi to get that fixed it would be interesting to know if the problem was because the system wants a recently updated tm30. I had a tm47 rejected once - and the automated answer that I had to come immediately to the office made me nervous but they said to me "1st time after being abroad must come in person" - I said I have not been abroad - she looked in my passport and her screen and said : mistake 😊
