 they residence certificate - tm7 with the purpose specified - in this case opening a bank account - IS the "letter" - no additional "letters" needed.

 strange - rather absurd - conclusions you make. Of course I don't minimize the serious problems many have - of course I don't think "they did something wrong". And actually many say they don't have any issues.
