Day 1 arrival is Day Zero you have to be there 14 full 24 hours and the last day is check out and that doesn't count

Been there done that 15 nights 16 days good luck arguing with them even after the second negative covid test we had to wait for the 16 days

I would go ahead and send them in because you've got Memorial Day and who knows if there's any Thai holidays, the embassy in DC is closed for All American and Thai holidays.

Will a letter from my insurance company suffice for a retirement visa application in Thailand if they won't sign the required certificate?

They are very picky try to find a local or state rep.. We had to go that route with GEHA(government employee health administration) you MUST have 3 names and signatures on the foreign insurance form as well had a letter stating you have $100,000.00 in covid coverage..
