It is not an issue to apply for the dependent visa elsewhere, many have done so. I would think twice about Penang though. Malaysia is the most difficult embassy for approval as many posts confirm. Much easier to apply in Indonesia, Vietnam, Laos.
You would need to check with the Nairobi embassy if you can apply as a non permanent resident. If yes, your family can apply as dependents upon your approval. If you apply in America, you need to check that your family as non perm residents can apply as dependents.
All banks allow owners to open an account for the purchase of a condo. There are posts by condo owners in the threads detailing how they got accounts opened/reopened. Branch managers differ though in dealing with the account opening. I don't have a condo but know several who do Inc DTVERS.
