I think it is down to individual, I just left that office and the inconsistency from email to in-person is stunning.

I just submitted my application this morning also in Taipei. They rejected one of my contracts for same reason. "We want to see the payments from this job on your bank statement for 6 months"

Can I apply for a DTV in Tokyo if I have a spouse visa but not PR in Japan?

It is strictly PR, I'm a 23 year long resident in Tokyo and been in contact with Thai Embassy in Tokyo several times. There is no exception Japanese citizen or Permanent resident only. I'm going to Taipei tonight to get the DTV. Same day approval.3 hrs from Tokyo so consider going there soon.

It is the general visa form on the site. It has Manilla stamped on it. You tick the box other in various visa options and write DTV

Only Dec 31 is a holiday. Open other week days. A lot of Asian countries do not celebrate Xmas so open as usual. They have stated Dec 27 as the last walk in date.
