 and the honest ones like me who just use Thai bank account for daily needs get punished because some customers are abusive.

 yes but the money on the old account must be released and it's only possible when you go to that branch where your account was done.

 yes, I have had to do it each time for a SWIFT transfer from Bangkok Bank to my account.

 this is only for changing device. For changing the Sim card and new number you have to go to your branch.

 yes Euan, exactly. The Bank employee told me that this notification and locking the accounts happened yesterday in the morning to thousands of people.
