What does 'participation in medical treatment' mean for the DTV visa?

Hello everyone, I am new here and I have a question relating to DTV visa.

One of the possibilities to get this Visa is a participation on a soft power activities ,

such as Muay Thai courses, Thai cooking classes, sports training, medical treatment, seminars or music festivals.

My question is:

what is a participation on medical treatment? Does this mean you get the medical treatment or you learn that medical treatment?

I am confused because in all other activities like Muay Thai courses, Thai cooking classes, sports training you will act as a learner.

People have got the DTV on planned longer term medical or dental treatment. For example there was a recent success of a person with diabetes having a longer term treatment plan with hospital appointments every three months for tests and checkups. Some people got DTV with just a few dental appointments. It does seem to be down to where you apply. There have been rejections of a dental treatment plan as the embassy said it could be done on a METV.
