Proof of current location is the country not the address so it is your entry stamp that is required

If you entered Visa Exempt you are seeking an issue of a Visa, if you entered on a Tourist Visa you will be changing the Visa type

First check that your residential status in Japan will allow you to apply for a Non-OA there as you are not a Japanese national
