So you are physically in the US right now? I believe this is what they want to confirm. A utility bill or DL is a proxy for this. If you don’t have, maybe have a letter notarized that you are physically there

Once accepted, it is all the same, regardless of the mode used to get it. However, you can’t get a work permit, as it is a glorified tourist visa.
