Why did he get a tourist visa? Why didn't he get the appropriate O-A retirement visa, which allows you an easier process to the retirement visa extension.

Australia gives a stamp and they accept this. Copy your full old passport(they need more scrap paper).

Who knows if the paperwork leaves your hands, is the complete paperwork the the embassy sees? Just saying. I have read a few stories.

It's very easy to make up a reason for denying a visa. But not actually send to the embassy. Google them. Lots of complaints, but they are becoming a monopoly in this field.
