I’ve never heard of this requirement for a Non O.

Perhaps you’re thinking of a work permit.

I came in yesterday and people were showing paperwork or phone. Either way. No one in Thailand asked for my vax certificate or proof of insurance.

that is exactly what this agent did for my wife. I brought her to KSA through invitation by our Saudi sponsor company. Once in country we did the paperwork to issue her iqama.
