I'm sorry but you are wrong. Every refusal must be explained, so that the reasons can be addressed. Edit: a "Refusal Notice" that explains why the visa has been refused is included with every refusal.
In addition, every rejection must be accompanied by a letter clearly explaining the reasons for the rejection, so it's nonsense to say it's a numbers game or arbitrary.
A UK Visitor visa is very straightforward, as long as the applicant (or the sponsor) has the money to pay for the trip (no other money is required) and has a reason to return to Thailand. Most rejections are because the applicant has no job or other reason to return to Thailand - having kids in Thailand is normally not a good enough reason. The vast majority of Visitor visa applications are successful.
