Can a Lao passport holder living in Thailand apply for a new passport at the Lao Embassy in Bangkok?

If a Lao passport holder, living in Thailand on an annual Extension as a dependent, needs a new Lao passport can they do this at the Lao Embassy in Bangkok or do they have to go back to Laos to do it?

Thanks. Then presumably at passport control at the airport in Bangkok we just show the Extension stamp and Re-entry permit in the cancelled passport? Then get them transferred into the new passport later?
