If a Lao passport holder, living in Thailand on an annual Extension as a dependent, needs a new Lao passport can they do this at the Lao Embassy in Bangkok or do they have to go back to Laos to do it?

TLDR : Answer Summary
A Lao passport holder living in Thailand on an annual Extension as a dependent generally needs to return to Laos to apply for a new passport, as previous commenters indicated. While some suggested contacting the Lao embassy for confirmation, the common understanding is that passport services for Lao citizens require visiting Laos.

a Loas passport has nothing to do with Thai Visa.

Unless this changed, it is back to Laos

Thanks. Then presumably at passport control at the airport in Bangkok we just show the Extension stamp and Re-entry permit in the cancelled passport? Then get them transferred into the new passport later?

Why not ask the Laos embassy?

We've tried. Emails are not replied to and they don't pick up the phone - hence the question here in case someone has experience of doing this.
